1994 International Study Mission to Japan
Kansai Region

April 8 – 17, 1994

The mission to the Kansai region of Japan, with its stops in Kobe and Osaka, continued to build upon the study of a region’s competitiveness. The 1994 trip provided participants with an understanding of how a region’s governments and business organizations make decisions on major projects in Japan, including airports, technology centers, rail systems and educational systems. The mission began to explore the more assertive role of the Japanese government in business and in funding major projects in Japan. We also examined third sector corporations in Japan, entities in which business and government have joint ownership. Japan’s emphasis on worker training and the extensive collaboration between public and private programs were similar to what we found during the 1992 mission to Europe.
