This two-day program is lead by the professional counseling staff at the Bureau of Industry and Security (BIS) and provides an in-depth examination of the Export Administration Regulations (EAR). The seminar will cover the information exporters need to know in order to comply with U.S. export control requirements on commercial goods. We will focus on what items and activities are subject to the EAR; steps to take to determine the export licensing requirements for your item; how to determine your export control classification number (ECCN); when you can export or reexport without applying for a license; export clearance procedures and record keeping requirements; Export Management Compliance Program (EMCP) concepts; and real life examples in applying this information.

Presenters will conduct a number of “hands-on” exercises that will prepare you to apply the regulations to your own company’s export activities. This one-of-a-kind program is well suited for those who need a comprehensive understanding of their obligations under the EAR.

*All federal register final notices transitioning items from U.S. Munitions list (ITAR) to the EAR will be incorporated in this seminar.*

About the Instructors
Larry Sullivan received a Bachelor of Science degree (Summa cum Laude) in Business Management from the University of Maryland and a Master of Science degree in Systems Management (Information Systems) from the University of Southern California. He is a decorated combat veteran and former intelligence officer who has lived, traveled and worked around the world. For more than twenty years, he represented firms from the relatively small to Fortune 500 companies in the international arena. He has also been a guest speaker on export controls, international trade and nonproliferation at such prestigious institutions as San Jose State University, the Monterey Institute of International Studies and the Center for Nonproliferation Studies. Mr. Sullivan is currently with the U.S. Department of Commerce Bureau of Industry and Security (BIS) Western Regional Office, San Jose branch where he provides export counseling and licensing guidance to individuals and firms.

Rich Sylvestri is an Export Administration Specialist with the United States Department of Commerce, Bureau of Industry and Security’s Western Regional Office. He provides counseling assistance to exporters on export administration licensing requirements and regulations. As part of the BIS Western Regional Office team, he conducts Export Administration training seminars, coupled with outreach activities to a variety of audiences who are seeking to learn or enhance their knowledge of the U.S. Export Administration Regulations.

Prior to joining the federal government, he worked on behalf of the State of California as an International Trade Specialist, conducting seminars and providing counseling to California companies. In the private sector, he worked as an Export Specialist, shipping semi-conductor manufacturing equipment and severe service control valves throughout the world. Rich holds a Bachelor of Arts Degree in Public Relations from California State University, Fullerton.
